Living Units

Occupancy & Living Space

Requirement: Room occupancy capped at 12 residents with improved living space per person and stronger infection control measures.

Applies to: All existing dormitories not currently on the New Dormitory Standards (NDS).

Deadline: DTS interim standards to be met by 2030; full NDS compliance required by 2040.

Sanitary Facilities

Ensuite Sanitary Requirements

Requirement: Minimum 1 set of ensuite sanitary facility (toilet, shower, basin) for every 6 residents — must be within the living unit and accessible only by unit residents.

Grant support: S$3,000–S$8,800 per unit for eligible retrofitting works completed.

Isolation

Isolation Facility Standards

Requirement: Minimum 1% of Occupancy Load (OL) as isolation beds, with first 0.5% in one-bedded rooms with ensuite toilets. To be activated during public health outbreaks.

Certification: Necessary certifications (e.g. TOP or QP certification) must be obtained before grant claim submission.

The MOM DTS Grant is designed to help defray the cost of retrofitting. Understanding your eligibility and timing is critical to maximising your grant quantum.

Grant Application Window

1 March – 31 August 2026

Applications open for all existing dormitories holding valid FEDA licences as of 28 February 2026, with leases expiring after 2033 and not currently on New Dormitory Standards (NDS). Eligible dormitories will receive a unique application link from MOM.

Grant Quantum

S$3,000 – S$8,800 per unit per type of retrofitting work

The grant amount depends on the scope of retrofitting works required. Dormitories completing retrofitting in the earlier window (2026–2028) will receive higher funding. The grant covers Addition and Alteration (A&A) costs for qualifying works.

Retrofitting Timelines

Two windows: 2026–2028 (higher funding) and 2028–2030

All dormitories must adhere to their MOM-approved retrofitting schedule. A cap applies on the number of beds transitioning each year to manage bed supply. Dormitories that miss their approved schedule may have funding reduced.

Both Purpose-Built Dormitories (PBDs) and Factory-Converted Dormitories (FCDs) are eligible. You may apply even if your FEDA licence renewal or occupancy load increase is pending — the grant will be based on your approved occupancy load at point of assessment.
